Permanent Visa Pathways
You need to become a permanent resident first before you can be a citizen of Australia
Temporary and Permanent Visas are the two major types of visas governing the status of their holders entering Australia. Some visas can only be applied or granted when you are in Australia (onshore) and some can only be applied or granted when you are outside Australia (Offshore). If you are granted with a permanent visa, it will allow you to remain in Australia as a permanent resident (PR). Note that being a PR is not the same as an Australian citizen. There is a number of criteria which a PR must satisfy before they can attain citizenship. For instance, the requirement of continuous residence in Australia is generally 4 years and the person has been present as a PR for at least 12 months immediately before application to become citizen.

For workers who have an Australian employer sponsoring them to work in Australia, or have skills that Australia values.
